The VHSAR was founded in the 1980s as an animal support group using personal funds to address the suffering of animals in Vieques, PR.
In 1987 the VHSAR incorporated and gained its federal 501(c) (3) and Puerto Rico tax exempt status.
The VHSAR provides sterilization programs and accepts all animals surrendered at their door. These activities minimize public health risks and the damage to tourism.
The VHSAR is the only organization that provides an animal shelter for stray and abandoned animals; population control for cats and dogs through low cost sterilization; low cost veterinary care and public education for the humane treatment of animals. The VHSAR also conducts a feral cat sterilization program for the neighboring island of Culebra on an as needed basis.
