EOP was established in 1965 as a Community Action Program to define and design programs that best meet the needs of low-income people.
Current programs at EOP include: Child Development Head Start preschool education; after-school day care and services for youth (New Day and Ernie Davis Community Center); case management for pregnant and parenting teens and pregnancy prevention activities; literacy training for all family members; and employment training skills for adults. In addition, EOP operates the Alcoholism and Drug Rehabilitation Clinic and provides a safety net for low-income homeowners, especially the elderly, through its Energy Services Bureau.
