The fund was founded in the memory of Cynthia E. Morgan, who passed away due to stomach cancer in 2004. The scholarship is awarded to a Maryland resident who meets the following criteria:

- First generation college student
- Attending a Maryland college or post-secondary school.
- Majoring in a medical-related profession or planning to enter the medical field.
