It should be a felony to be a spectator at a dog fighting event. Currently it is only a misdemeanor. How can we possibly stop this thriving underground industry if we do not properly punish the people who are supporting it. California is currently one of 27 states where being a spectator is a misdemeanor. In 21 states it is a felony (and in two states, it is legal).
